Step 1. Saute onion and garlic until translucent. Add the ground meat and cook until it's brown.

Step 2. Mix annato powder and water in a bowl, then pour it to the skillet. Bring it to a boil.

Step 3. Add a cornstarch slurry. Let the sauce thicken. Season with fish sauce and black pepper to taste.

Step 3. Assemble the noodles, sauce then the toppings. Serve everything in a plate.
